Each panel acts in an advisory capacity to the Board in its own specialist area and contributes to the aims of Gloucestershire First in developing and supporting the economic wellbeing of the county.

Each panel aims is to report and recommend actions to the partnership recognising the guiding values and principles set out in the business plan.

Meetings are held quarterly and members of each panel are drawn from the private sector, local authorities, the voluntary/community sector and other agencies with economic development responsibilities. Groups comprise of no more than 20 members and each is chaired by a private sector member of Gloucestershire First.

 External Issues Advisory Panel

Functions -

  • Scan the ‘horizon’ to identify threats and opportunities for the Gloucestershire economy
  • Identify and monitor regulations/legislation, initiatives/programmes, funding opportunities, emerging technologies and products
  • Scan internationally, nationally, regionally and locally
  • Identify opportunities for cross boundary links
  • Explore opportunities of networking with regional partners
  • Ensure links to European groups and offices
  • Identify future trends and needs for employment and training
  • Review and propose the main contributions that can be made to pre-arm public and private sectors

Rural Economy Advisory Panel

Functions -

  • Develop a strategy and action plan to support and enhance the rural economy
  • Identify and involve with appropriate regional programmes
  • Understand ‘Rural White Paper’ to identify threats and opportunities to put in place programmes to pre-arm the rural communities
  • Identify a range of potential employment sites to contribute to a sustainable economy
  • Identify all ‘brownfield land’ and maximise utilisation
  • Promote and support regeneration initiatives
  • Identify current and future infrastructure needs and research avenues to implement
  • Liaise with Rural Network

Social Economy Advisory Panel

  • Identify and engage with appropriate regional programmes
  • Develop a strategy and annual action plan for the sector
  • Encourage better communication among organisations that are working in similar sectors
  • Identify funding opportunities to develop the sector and to promote more accessible and appropriate advice and support for the sector
  • Commissioning research into the social economy in Gloucestershire and related matters
  • Raise the profile of the social economy sector and its contribution to the local economy
