Gloucester is experiencing significant change. Nearly 2000 new homes, a Designer Outlet centre, a new Sainsburys superstore, new shops and restaurants, two new hotels, a major new bypass and a new College of Further Education has begun to change the face of the City and this is only the beginning. Significant regeneration is planned, with nearly 5000 jobs being created. The City Employment and Skills Plan (CESP) will have a critical role in ensuring that Gloucester’s residents improve their prospects and have a share in the future benefits of the City.

This will not be an easy task. Gloucester is experiencing a number of labour market pressures which present major challenges to sustainable economic growth. Whilst the County economy is forecast to grow, particularly in the service sector, this growth is threatened in Gloucester by the current and emerging labour market issues.

The key aims of the CESP are:

  • To improve economic activity rates by increasing engagement with workless residents, and improving access to training and employability support, vacancies and work
  • To improve the basic employability and occupational skills of those not in work and those in low skilled occupations to improve their employment prospects, ensuring that employment and training programmes are appropriately coordinated.
  • To engage with employers to encourage them to recruit workless residents and to train and retain people in work
  • To provide more effective and integrated support for existing and new employers in order to support workforce development to address key skills shortages and gaps and develop the higher level skills essential for growth and competitiveness
